DLI 4: School budgets: Setting of salary and non-salary budgets at the school level in a sound manner and properly managing and using school non-salary budgets to improve resourcing for school operations.	(i) All Sindh’s districts have prepared school-specific budgets for FY2014/15 for 100% of eligible schools using needs-based criteria, acceptable to the Association;	i) The  preparation of School Specific Budgets (SSB) will start with the issuance of Budget Call Circular in September 2014	Timely Submission of need requisitions and nomination of co-signees from Districts. Release of 1st quarter (25%) SSB non-salary
	(ii) Sindh has approved school-specific non-salary budgets for FY2014/15 for all eligible schools, and released them  as  per  schedule, acceptable to the Association;	ii) School Specific Budgets (SSB) Non-Salary for FY2014/15 has been prepared and it has been approved by FD, Govt of Sindh.
	(iii) a third party contracted by ED has reviewed the compliance of school non-salary expenditures for FY2014/15 with the applicable financial management and procurement guidelines and the Framework for Fund Utilization of School Specific Budget; and	iii)  -The firm is on board for monitoring of procurement and utilization process of SSB (Non Salary). -The current contract is till sept 2014 and the renewal of the same is in process -The expenditure monitoring process for FY 2014/15 will start after utilization of SSB non-salary.
